Vladimir Vladimirowich Putin
President of Russia
Ilina Street, 23/16, Моskov, Russia, 103132
Warsaw, January, the 1-th 2020 Dear President Putin,
I listened carefully to
your speech ending the year 2019,
in which you also referred to my country - Poland.
You have indicated in your statement, that Poland is supposed
to have a deeper collaboration with Nazi Germany in the 1930s
than Russia had. From this point of view it is Poland that
posesses a larger resposibility for initiating the
Second World War than Russia has.
I am surprised that your knowledge about
Russia's collaboration with Germany is so poor.
In your speech You said that the USSR
was the last European country that signed a non-aggression treaty
with Germany. Poland has signed such a pact earlier, from which
you concluded about a deeper Poland's involvement in cooperation
with Hitler than Russias'.
But the pact of non-aggression is not a pact on war cooperation.
Poland has not established any cooperation with Germany, and the
offer to joint an attack against Russia we firmly rejected while
at the same time Russia was cooperating with Nazi Germany towards
war against Poland. Do you think this is not true?
Dear Mr. President,
is it true that you don't know nothing about Russia-Germany
military cooperation before the World War II, which enabled
Germany to circumvent the provisions of the
Versailles Treaty
and to develope its war capabilities like aviation, tanks etc. ?
Without these military cooperation launched by Germany on the
territory of Russia
(1)
|
Already in April 1922, Russia made a deal with
Germany in Rapallo
on military cooperation.
Junkers opened military aircraft construction plants
Chruniczew in Fili near Moscow,
which was forbidden to Germany due to the Treaty of Versailles,
in Lipieck a secret pilot school
for Fokker and a place to test combat capabilities,
not far from Kazan a training place for tank exercises
Kama
and near Wolsk even a war gas factory

there would possibly be no war at all, and german Junkers could
not take part in bombing raids on
Warsaw in 1939.
Don't you know that the Ribbentrop-Molotov
Pact not only confirmed the partition of Polish territory
between Russia and Germany ? It's extension from 28 Sept.
opened the way to four
Gestapo-NKWD conferences which took place 1929-1941 and were
devoted to the criminal cooperation. The theme was the information
exchange about Poles, who has to be murdered due to the common
nazi-soviet needs.
(2)
Did in your oppinion such an exchange of death lists and the methods
of execution between Russia and Germany not take place ?
Do you know either about the
Polish Operation NKVD 1937-1938
in which due to NKVD-data
111,000 Poles has been killed for being there Poles?
It was still a year before the Second World War!
Dear Mr. President, you mention that the invasion of the
Red Army to Poland occurred when the Polish authorities
had already lost control over our territory. But the polish
administration was still active in this area and it has been
eliminated by the Red Army, which murdered polish officers
by Stalins' order in Katyn.
It is also importand the you have removed over a million
Poles from their headquarters to the camps behind the Ural,
where a large percentage have already died during the transport.
It was this population that joined a
General Anders Army, escaping from persecution by the Russians.
Was such an intervention justified by the
loss of control by the Polish authorities,
or it was rather an armed assault that caused this loss?
Let me mension also the Hitler's rage when he learned
that Stalin had suspended the offensive until 17th
despite what had been previously agreed.
Stalin preferred to wait for the stance of France and
Great Britain. However, when the Russian and German troops
met at the end of September, 1939 near Bug River, it was not
a meeting of enemies, but rather, what show
films, pictures and documents
a meeting of comrades satisfied with defeating Poland.
Do you have a different opinion about it ?
Mr. President, don't you know what the successor organization
of the NKWD
- a KGB,
which you were a member of did with Poles in Lviv?
Also the members of my family were murdered in the
Zamarstynów camp.
Zofia Strycharska-Ruebenbauer was a master of law, she worked
at the bank before she has been kept. When she was raped and
tortured to death, her husband and my uncle Jerzy Ruebenbauer
walked under the wall of this camp and wanted to get crazy,
because he married her less than two years earlier.
Finally escaped from you to Warsaw which was already under
German occupation, he survived the war, and after the participation
in the Warsaw Uprising and deportation as a war-prisoner
he never returned to Poland, because of the danger of beeing
killed by you during your occupation of post-war Poland.
After all, we were not enemies of Russia and we did not
fight against you when we were attacked by you in 1939.
My father Henryk was born on a farm in Kletno not far away
from Brest, which belonged to my family. My grandfather
Franciszek Lisiecki was already standing in front of the
wall to be killed - why ? - because he was Polish.
Yet he managed to escape. At night in the winter of 1940
he crossed the Bug river with his family and excaped
to General Government.
He was taken for work to Germany, but he survived the war.
He regained his freedom due to Americans, who entered
Germany in 1944 and then he returned to Poland.
Do you know nothing about
the killing of prisoners after 1941 outside Lviv,
in which the NKVD murdered 4,500 Poles, in
Lutsk (2,000 victims),
Drohobych (1.2 thousand),
Chortkiv (890 victims),
Dobromil (800 victims),
Zolochiv (700),
Sambor (about 600 victims),
Tarnopol (574 victims),
Dubnie (550 victims),
Brzezany ?
They weren't your enemies. They barely defended themselves.
They were former inhabitants of those areas.
And Ponary ?
You started this crime in 1939 with killing
polish officers. After all, we were not enemies of Russia
and we did not fight against it when we were attacked by you in 1939.
In March 1945, 16 representatives of Polish Government,
who came on your invitation to talks and had received your
security guarantees has been captured
and murdered.
Still five years after the war the
NKVD massacred on polish territory polish
Home Army soldiers on a massive scale,
whom you called fascists, even if
some of them received the highest polish military decorations
for fighting against fascism. Were they really your enemies?
It is true that Poland's participation in the break-up
of Czechoslovakia by the
occupation of Zaolzie is highly infamous.
The dispute about the areas with supposedly polish majority
had to be resolved by peaceful methods and not using the
situation that Germany invided the Czech Republic. However,
only two soldiers died in this intervention during the entire
occupation of Zaolzie - both where Polish.
The arrival of the Red Army in Poland in September 1939 meant
the death of thousands of inhabitants of territories that
never belonged to Russia, and the deportation of over a
million over the Ural !

More information about the incredible
crimes of the Russians on Poles is given by the historian
dr Leszek Pietrzak .
Are these figures incorrect? |
|
Do you think this comparison looks different ?
Dear Mr. President,
I assume that you are a sincere man, which means that you do
not hide behind your words a completely different reality known
only to you. A simple conclusion allows me to state that you
must have been cheated in the matter of starting the Second World War.
Are you not under pressure of false interpretation of history, which
are generally prevailing in Russia?
Further, don't you rule out the possibility that this twisted
picture of history popular in Russia is partly derived from the
secrecy of files about those events, which are still in the Kremlin
archives? However, you have exceptional access to these files!
So, you have the opportunity, like no one else, to check for
yourself what the truth is and to build your own vision
consistent with these documents, and not based on popular
opinions that has been created in Russia, as you know,
sometimes out of fear, sometimes even on order.
Dear Mr. President,
I would like to find out if the files of the Kremlin Archive
really mention the cooperation between Russia and Germany
before 1941, that is, before the German invasion of Russia?
For example, is there no information about any German
officers delegated to participate as an observer in the
Katyn massacre ?
I ask about this because the Germans discovered the graves
of thousands of Polish officers in Katyn with astonishment
in 1943. Do you think it is out of the question that they
knew about them well before, because there was good
cooperation between Germany and Russia in this matter?
Dear Mr. President, I am trying to understand and appreciate
how difficult this situation was for Russia at the time.
The power was exercised by a paid agent of tsars secret
service ochrana from 1902-1905

I refere here to the work of russian
historian Nikolaj Iwanow published in polish language in
Gazeta Obywatelska nr.208
from 20-th December 2019. Informtion about documents
pointing to Stalin as a paid, secret service ochrana agent
in years 1902-1905, and arguing that his later activity was
mainly directed to hide this, should have been published
also 1956 an an americal news magazine "Life". |

,
who to hide this truth murdered most of the leadership
of the army and party. But many Russians were involved
in these crimes. If millions were murdered by them,
is the comparison of communist Russia to Nazi Germany
in your opinion out of place?
The number of victims of soviet communists, including the NKVD,
the successor organization to which you belonged (KGB),
is of the same order as the number of victims of Nazi Germany,
or higher.
Do you think these numbers are false?
Mr. President, I understand that you want to have influence
on the whole world, you want that Russia has such an infulence,
but what for ? For the whole world to laught at Russians,
they don't know who began the Second World War ?
Best regards
Zbigniew Lisiecki
(The letter was submitted at the embassy.)
